Price of 'non-constructible' land?

We have a small parcel of land of approx 1400 metres square which includes the road. The road (or lane really) separates the parcel of land from the rest of our property. The lane is only used by my neighbour to access his property as there is no other access (as far as I know).
Today he approached me for the 2nd time about buying this parcel of land. My first question was 'what are you going to do with it? I don't want you putting any tractors or other machinery on it' He said he doesn't want to do anything with it but wants the lane included.

So I'm left wondering why does he want it if he's not going to do anything with it Question 

Idea  To guarantee access to his property.

However, I would have thought that he must have right of way anyway as he's been using the lane for years.

So does anyone know the value of 'non-constructible' terrain per square metre? I've quesstimated €2 per sq m but an Immobilier said it's worth what the person is prepared to pay & won't affect the value of our property that we are currently trying to sell (unless he makes a mess & devalues our property further). So I suppose it depends how much he wants it.

Any thoughts anyone?

It's simmo here. my advice is be very carefull. It may be non constructable land but he can get that changed and then could build on it. Also even if he does not want to build on it he could construct a farm building or as you say park or put god knows what on it.
Round this neck of the woods (Correze) farm land goes for 2 euro's Msq and forest 2.50 euro's Msq, but as your advisor says its how badly the buyer wants the land as to what he will pay.

I totally agree with Simmo . Also, if your selling your property it would be more lucrative with more land, keep it.

We actually applied for CU a couple of years ago & it was refused disputeable reasons. we appealed but didn't hear anything & didn't chase it up as we didn't think anyone would buy it with the view of the neighbours machinery anyway.

I've been thinking of reapplying as the reason it was refused isn't an issue now & I've been told by the Deputy Maire that it shouldn't be a problem. If we have CU I can tell him I want €8K, then I'll see how much he wants it.
As far as our property being more lucrative with the parcel, we already have over 4acres so I'm not sure this little patch would make much difference, the Immo I spoke to didn't seem to think so anyway.
Thanks for the thoughts Simmo & Edmoraz we definately need to think about it as we have no idea what he plans to do, why would he want to buy it to do nothing with it?

Maybe the right of way (access) is not written down in his deeds and he is afraid the next owners are going to pose a problem?

Yes Myriam, you could be right, in fact someone else suggested the same thing to me. I had a look at the contract from when we purchased the property, my French isn't that good but nothing jumped out from the page to suggest that there is anything. I'll have to investigate further. I told him yesterday that we don't want to sell the land for the moment & at the same time asked him to put a fence up between his property & ours, he agreed to a certain area but not between this parcel of land & his. I'll wait & see where he erects a fence & see how we go. I hope he puts up wood panels I asked for 'clotures en bois', to hide 'cacher' his machinery & tractors so hopefully that's what he'll do.

He does not necessarily have right of way. Friends had a nightmare and sold up their house because the neighbour refused them access and they needed it to access their property. Since selling the new French buyers have the same problem. He may want it just to guarantee his right of way. Less land is easier to sell these days if it came to it.

I do not understand why you want him to put up fences and I do not see why he should either. Rural equals farm machinery. In fact when we applied for planning permission to go in to our barn it was refused because we are reasonably close to a farm building. Apparently this law was introduced because of foreigners complaining about farm noise and vehicles. We have tractors and implements facing our kitchen window; but I do not find it a problem. Its part of rural life.
